1999 SL2, dohc Oil burn issue

Trying to find source of oil burn after I rebuilt the engine.
I used a Clearwater Rebuilt Head, all new gaskets, new head bolts, new cam gears,chain and tensioner, new oil pump, new rod and main bearings, new OEM Saturn Ring sets and all cylinders properly honed but not bored.
The car exhaust stinks more after startup than after having been running for a while.
I did several compression tests to check the motor: A dry cold engine (in a 45 degree garage) test and a wet test; then a warm dry and wet test with the last test being after the warm wet test but after adding 3 more cranks of the engine. Here are the results:
COLD

I am puzzled with these results because each time I checked the # 3 times.
Is there any experienced engine people that may have an answer for me?

Looks like the rings haven't seated yet. Give it some more time.

Good thought, but its already been 20,000 miles. Still confused

Well, they certainly should have seated by now. The numbers definitely indicate a ring problem. Any time the numbers go up with a wet test, indicates rings.

I took my 1979 Mustang Head to a machine shop, they put the orginal valve stem seals in, it had the same symptoms.
