1999 Silhouette won't start, what to try next?

Here is some background on the van, it may be a bit long winded but I figure the more info the better:

1999 premiere

We have been gauging our remaining fuel off of the odometer for a couple of years. Still it has run out of gas on a few occasions. The other day the van ran out of gas and I was able to pull into a gas station and fill it up. It wouldn't start, but wouldn't turn over either and that is not entirely abnormal as a couple times recently when turning the van to the accessory position the van wouldn't start and would have to be jumped ( I figured it was a bad cell in the battery) Battery was replaced and it would crank over fine but still wouldn't start.

It started with starting fluid briefly and I couldn't hear the fuel pump even after banging on the tank, so I figured running it out of gas fried the pump. I replaced the filter and the pump(delphi) and it still won't start. I don't know why it would be electrical as it ran fine right before it ran out of gas, but I checked the c-305 connector behind the drivers seat (I had been having issues with the tcs/abs/airbag lights going on and off also) and it looked good but to make sure I cut the connector and soldered each respective wire together directly and it still won't start.

Any ideas or input would be greatly appreciated.

Since you say it started briefly on starter fluid and you don't hear the fuel pump running you need to make sure you are getting ground and power at the fuel pump.

Thanks for the reply. It was not getting power or ground to the fuel pump, I re checked all my connections, and still no power. Was getting ready to troubleshoot the PCM but decided to check the fuse panel again. I had checked it multiple times and they had all checked ok, but there it was, the fuse to the relay was blown. Praise the Lord that's what it was.
