Need Help selecting Tires for '02 Celica

Hello,
I am currently looking to change tires on my 02 Celica-GT (195/60R15). I live up north in a icy weather state. I went to a few tire (http://www.toyotanation.com/forum/showthread.php?t=368382#) dealers and everyone has their opinion. One tire that a couple of people have suggested is the Sumitomo HTR P01 A/S.
Does anyone have any experience with the Sumitomo. I will appreciate if any one can recommend me other tire options as well. I am not planning to spend a ton of money but at the same time not a mediocre quality too. I am looking to keep it under $400 (out of the door price).
