Can't Remove Heat Core Cover

I've read through dozens of forums but I don't see anyone having difficulty getting the heater core "cover" out from under the dash.

All 8 screws are remove (that includes the one at the very back near the firewall). The cover is loose but there doesn't seem to be enough room to pull it down or out to the side. What am I missing here?

This 2001 Cavalier has welded metal framework in front of the core cover as well, so there's little room (even with the entire dash out) to wiggle the core.
