2000 GTP Constant battery Draw

Having some issues with the electrical...battery always has a 9.38 volt draw that i have narrowed down to the 60 amp fuse that runs the seat, locks, radio, etc....anyone have any ideas and places to start with this?

The fuse panel cover is missing, can anyone tell me what accessories are run on this fuse? We are stumped right now...car runs fine without the 60 amp fuse plugged in, and has zero draw. With the fuse in, it does....

9.38 Vold drop? What is the current draw on the battery? You have to measure this with the battery negative cable unhooked and the ammeter between the negative cable and the negative battery post. Acceptable key off amp draw is about 40mA or less.
