01 RIO Timing belt/engine

I think the engine on my 2001 KIa Rio is no good due to belt slippage.
Would it be cheaper for me to replace with new or rebuild it on my own?

I have taken the timing belt off and replaced it with a new one and went by the online manual as to the timing marks on the crank pully and both intake and exhaust camshaft pullies. The engine will not turn more then a certain distance. There are two white marks on the intake and exhaust camshaft pullies,both are in the E marks on the pullies. would there be a reason they have been marked like this because I went by the letter I and E when placing the two pullies for the camshaft timing mark on the cover.
