Removing Wiper Arm '98

I feel like an idiot, but I can't for the life of me figure out how to take these wiper arms off... I took off the covering at the base of each arm and then took off the nuts, but the arms won't lift off. Any wisdom here? Am I just not pulling hard enough or something stupid like that?

The arms are more than likely stuck on the pivot arm. I use a small battery terminal removal tool. Looks sort of like a mini bearing puller. Parts houses will sell them.

I have seen wipers stuck bad enough that after spraying some PB Blaster around the pivot, I also had to use a small block of wood on cowl and a small pry bar under wiper arm to work it side to side off of the pivot. If your careful nothing gets damaged.
