i own a 2000 pontiac grand prix and i park it on my slanted driveway. i always apply the parking brake which is down by the brake pedal. it seems that the parking brake has lost its tension. where do i find instructions on how to tighten up the tension on the parking brake?

I dont think you can "tension" it per say. If it lost tention, you may have an issue with a broken cable or a bad linkage inside the rear rotor hats, or a bad parking brake pad.

Have you recently noticed the parking brakes dragging, or stuck on?

Depending on the mileage probably just worn out parking brake pads (horseshoe) which can be adjusted either via the turnbuckle adjuster (by gas tank rear) on the cable or directly at the pads under the top hat rotor. Each rear side has star adjusters but if the horseshoe pads are really worn out then best to replace them.
