1994 chrystler concord won't shift out of 1st gear

when car is started, it tries to shift from first to second. it goes into neutral when it does this. then when letting off the gas, it shifts down to 1st and won't come out of 1st. any ideas what causes this. speedometer works fine. no loud noises or anything.
