99'GMC 3500 Van multiple failures

My Van lost power steering and brakes at the same time, the belt is fine and the pully to the pump is turning smooth. And at the same time the break peddle got very stiff but without giving much breaking.
There is a hose that goes from the power steering fluid resivore to the master cylider I believe. Is it possible the two problems may be the result of one problem.....master cylinder or something close?

You have Hydro boost braking, either you have no fluid in the p/s pump or the pump has failed, you would loose the brake boost and p/s if this happens.

I had a feeling something like this was the case. Thank you.
The pump has plenty of fluid, and its not making any noise and appears to be fine while running, can or do these go out, without making noise and the pully still turning fine, or could it be a blocked hose or line?
anyway to find out without going through the hassle of replacing the pump to find out?

The pump should be pressure tested with the proper gages for an accurate diagnosis. The shaft coud have broken internally, somewhat common issue.
