E350 bucking/surging/running rough

I am working on a 1999 Ford E350 5.4.
It has an issue with running rough (bucking/surging) when climbing a hill at around 40 mph.
constant load (not too much throttle). it will be running fine then all of a suddne start bucking/surging quickly. I haven't been able to get it to do it on 5 attempts today but the other day test drove it with the customer and it did it on key just as he said it would.

have you changed the amount of fule in the tank,,, if so your problem mite be the pick up in the tank on an incline,,,,, hope that helps
