99 SE stalls(kinda) in wet weather

The car doesn't stall but the electrical system does go crazy for about two seconds. All of the lights in the dash come on, I lose power steering, and the AC/heat(which ever is on at the time) goes out BUT the engine keeps running. I do not have to turn the key to get everything back on. It only happens when it rains and only when i seem to run through standing water, although it has happened once when i was pulling into the parking lot at work-no standing water. It mostly happens when the standing water is on the passenger side of the car, although it has happened when the puddle was wide enough to span the width of the car.

Anyone have any ideas?
