1996 taurus no tail lights

My cousin recently hit a deer, no real damage to car except airbags deployed and broke windshield. We replaced the windshield but now the car has no dash lights or tail lights. The brake lights, emergency flashers and blinkers work. We checked all the fuses and none are blown. Does anyone have any suggestions we can try. One other thing, the car won't start if the abs sensor is plugged in behind the bumper. At least I think that is what it is. Strange the bumper isn't even cracked.
