EGR Valve?

Im getting ready to get an RX-7 (1987 GXL). The guy doesnt want to smog it because he says theres a bad EGR valve. It'll cost him too much money to fix it in order for it to smog. how much do EGR valves run? and will a bad EGR Valve effect it in order to smog? if he still doesnt get it smogged should i only offer him 1200 instead of 1600? the 400 will go to get it fixed. BTW...i live in Cali

i have several spares... since i am in smog free Indiana and you are in Cali, and i remember how bad getting smogged sucked when i lived there I will gladly sell you one for like I dunno, $0.25 (25 cents) plus shipping...
