I'm sure to get plenty of crap for this but, my husband loves to work on cars and our garage was recently broken into. Most of his tools were stolen and I want to buy him some new ones for christmas but I have no idea what to even look for!
What would be a good basic tool set for mechanical work I could get him? I would really appreciate it

I'm sure to get plenty of crap for this :
Can't see why. This is a totally reasonable question to ask. :)
My best advice is to ask him what he would like.
Yes, I know it ruins the surprise, but he will thank you for it later. Most guys I know have strong preferences or needs for certain tools and brands, and would be happy to make their choices known.
Buying tool sets or kits are a great way to get lots of tools cheap. But you run the risk of duplicating tools he still has, or getting a too-basic set that is incomplete. This would require buying individual tool sizes later at considerable expense.
So ask him what his needs/wants are. If you like, he can give you a list and you can pick-and-choose for a surprise.
Finally, buy quality tools with a lifetime replacement guarentee. IMO you cannot go wrong with Sears Craftsman sets.

Same advise here , everyone knows not to buy me tools. If I had all mine stolen or had to start from scratch I'd like to buy someone out who had retired/passed away/ ect. OR I'd get the biggest set that craftsman makes and then go from there.
