Water getting into headlights

I'm not sure if only I'm having this problem, but for some reason, water is getting into my headlights every time it rains. I don't even have to drive it, it just has to sit in it. It got to the point where it filled it half way on one side and blew out the bulb.
I tried using aquarium glue to seal the outside front edges of the assembly, it got better. So I tried sealing the back edges. It got even better. But moisture still is getting into it. Anyone having the same problem? It's a 98' S-10 4x4. Any suggestions to fix this?
I can't spend for a new set of headlamps right now if that's what is going to be suggested.

other than replacement, i'd suggest sealing the back, where the bulb actually screws in the housing. maybe use silicon, or something that you can easily remove in case replacement is necessary.

I would try to drill a small hole somewhere in the bottom of each.
