1988 Jeep Cherokee Erratic Idle and oil problem

Hey guys I have a 88 jeep cherokee

I just replaced every sensor on the vehicle including the ecu and IAC
I adjusted the base rpms to 750
now here is a problem
when I probe the tps im getting about 5.65v
and when the ignition is off im getting 0.65 volts
why is this happening?
I'm no electrician but I learn quick if anyone could give me a answer or even a clue
Its really annoying.
also if anyone wouldn't mind answering me this I'm not getting any oil to the top of my rocker arms excluding one or two, I recently just cleaned all the hydraulic lifters could some of my oil gallery's be plugged?
if that were the case wouldn't the hydraulic lifters be noisy?
I know I have to replace some of the rocker arms perhaps they are so worn down that they aren't pushing down of the lifters hard enough to get oil into the pushrods?
Sorry for the poor grammar I just work up and want to get a full day of work done on this.
