1997 - Help with belt

Sentra - Both belts came off, I got the alternator belt on and we got the tensioner screw loosened. What must I do to loosen the pulley for the power steering/water pump so I can put the belt on?

When I replaced the front seal & belts on my 98 Sentra, I ended up taking off the belt-tightening hardware all together since it was hard to figure out how it was supposed to work. Once I put it all back together, it made sense, but would be hard to describe. I'd print out the pictures from the FSM and have them handy as you look at the engine.

I have seen this diagram.
We loosened up what it shows to do in the diagram, nothing moved. I need to get the pulley loosened so I can get the belt on.
