02 eclipse wont turn

So here's the sitch:
A couple months ago my 02 eclipse gs 2.4 is running fine. One of the belts breaks and I replace two belts (AC/Alt and Power steering I believe). Car runs again and runs well for another week or so. Then, I'm on the freeway and it starts overheating uncontrollably. I keep driving just hoping to get it home where I can put some coolant in (coolant is leaking I find out at this point) but it dies on the freeway. It won't start at all now. My mother and I take the starter to autozone and they say its fine. We put a brand new battery in but it still wont start. My mother thinks the timing belt is broken, but i just took the valve cover off and the timing belt is fine. When we try to start it it makes a whirring noise: "wa-wa-wa-wa-wa-wa," etc. but the engine doesn't turn over. Any ideas?

Sounds like you may have overheated and seized the motor.

I found a website that said you could take out the rocker arms, turn the crankshaft and that would free the seized engine. Tried it, wasn't able to turn the crankshaft very much, and it didn't work. Know anything about this?

I'm pretty sure that if you can turn the crank shaft with a breaker bar then the motor isn't completely seized.
