Power Steering Question

I've got a 99 GM with 128K. Recently, there has been a belt squeal especially when making a tight turn. I replaced the drive belt and the idler pulley. Didn't make any difference.
While poking around I checked the power steering fluid level and found it to be high, about an inch over the max level. This was done by the competent staff at the local WalMart during an oil change about two months ago I'm sure.
Could this have damaged the power steering unit in that amount of time? I know you are not supposed to overfill. How difficult would it be for someone with reasonable wrench turning skills to fix if it is??

Get the turkey baster syringe and remove the excess fluid. Be sure to OK it with the little woman first.
