Will new fluid take the whining noise out of a power steering pump?

Depends. If its a ford, probably not. Otherwise, maybe. Year, make, model will help.

It might also depend on how long it has been whining. If it just started because it is low on fluid, then most likely it will quiet down, but if it has been doing it for a long while, probably not, again depending on year/make/model.

2005 Mazda Tribute 120k miles!
Change Power steering fluid with Mercon ATF twice a year, or 30k miles!

Give it a shot and see what happens. Since it specs Mercon fluid, I suspect that its a Ford pump. They tend to develop a whining noise as they age. I've heard that a flush service can quiet them up, but I have never seen it happen.

Time for a new PS pump. The tribute is a Ford Escape and fords are known for short-lived PS pumps. I would be counting my lucky stars that it lasted as long as it did.
