When it comes to the Mustang, in the 60s we had the Shelbys. These days we have companies like Saleen and Roush as well as the SVT to add the the Shelbys.

Have there ever been Specialists like them for the Camaro??

Many. Most notably the Yenko Camaros of the same era. There was also COPO factory option. Later years not so much. Other than SLP.
