How to remove front license plate bracket?

Hello,

I hope that everyone will forgive me for posting this on the Mercury Grand Marquis forum, since I have a Crown Vic, but I thought that since in all probability, both cars would have the same type front license plate bracket, I could increase my coverage by posting in both forums.

I have a 99 Crown Vic, with the black license plate bracket on the front bumper, and I'd like to remove it. From what I can see, I can't tell whether it is held on with bolts (or rivets or what) from the inside or not. I don't see an easy way to remove it.

Also, if I can remove it, will there likely be any ugly holes, etc., that will be exposed?
