i have a 95 tsi and was thinking about getting a pcd performance chip and was wondering if it was worth buying or not?

No that chip is not gonna help anything. You can post a link if you would like and we can tell you for sure but there really is no 'chip' for these cars. On the eprom ECUs you can change the tunes but its only to tune your car with.
