1990 Buick Century Strange Circumstances - Help

My car idles very rough, dies frequently and hesitates the first 15 minutes of starting and driving. After those 15 minutes, it runs like new. No check engine light ever comes on.
When I turn off vehicle, this same cycle of events continues every time. Anyone have any idea what is going on or what is wrong?

just to clarify...if you shut the car off, then start it right back up, it goes through the same 15 minute bad period?
