This is a long discussed topic and has many answers:
Horsepower can be increased on the M62 4.4L V-8 by using the standard methods of increasing intake air flow and increasing exhaust outflow. There are several good intake mods available widely including the Cold Air Intake (CAI), modified Air Flow Meters (MAF) and modified Throttle Body and high flow instake manifolds.

Sport exhausts (Cat back) systems offer increased horsepower and are effective in making the exhaust note a bit more sporty. Serious exhaust modifications would include new headers and cat converters to further increase flow and horsepower.

Engine management software can be modified to take advantage of these modifications by a software download into the DME.

Engine modification such as valves, cams, pistons, and crankshaft mods can increase the engine's output, but these get expensive fast. Add on superchargers also add lots of power without the need for internal mods, but these can cause components inside the engine to wear quickly and possibly fail. No engine mods should be taken on unless you really know what you are doing or have it done professionally. VAC Motorsports did a supercharger mod for an E38 recently so they have some good knowledge if you want to go this route. ESS makes a kit for the E38 that they used I believe.

Now another question you could ask is can you make the car faster? not just by adding horsepower but my making the power you have work more efficiently to move the car along the ground. A higher ratio diferential makes the off-the-line speed of the 740i quicker at the expense of a few revs on the top end. The Sport modified 740i come with a 3.15 gear which would fit right into your car unless it already is the sport model?

The best place to find informaiton on these modification is one of the BMW tuner companies specializing in getting more from these cars:
Dinan, Hamann, Hartge, Racng Dynamics, Alpina, AC Schnitzer, and G-Power all offer performance upgrades for the E38. Check out these web sites to gain a better view of what can be done and at what cost.
