Elect problem

With neg,terminal cable off, get 12.3V when checking between engine block and neg terminal on the battery. Checked voltage while pulling each fuse, still voltage, unplugged Alt. still voltage, had battery, Alt, Starter checked, all good. Any ideas?

What car here? This can be normal on some years.
