Always-ons no longer on?

1992 Blazer 4dr 4WD, 4.3l,185,000 miles, electric windows and locks.
As I sat with my door open at the end of a long drive, engine running while talking to someone, I swapped out my GPS from the cigarette lighter and plugged in my satellite radio. Off went the forward dome light, radio clock and tuner, rear dome light, rear window release, and the power to the cigarette lighter. The lighted labels on the radio still light, I have static when I turn on the radio and can raise and lower the sound level but not tune to any station on AM or FM. Everything else seems to be fine. What's off seems to be the things that are not dependent on the engine running or the ignition in the accessories position.
Could this be as simple as a fuse? Are all those things one one fuse? Seems like a lot.
Possibly apropos of nothing to do with the above, for several years my volt meter's been in the high range, just below the red, sometimes bouncing madly from half to somewhere in the red, back and forth. I've had it checked a few times, replaced alternator and battery twice but so far no one's come up with an answer to that. Might there be something related?
If it could be a fuse, which one? I apologize for asking you to do my work for me, but I've developed a bad back and knees in my dotage and don't have the luxury of being able to poke and prod for long. I would like to know, if you'd be so kind as to tell me, where I'm heading so I can get in, get done and get out before I have to call the neighbors to unfold me.

under the dash on the drivers side you'll find the fuse block. Look for the fuse labled horn/dim. That is the one for the cigarette lighter and all the other things that you have described as not working.

I didn't check to see if the horn worked. Up till I saw your post, I thought I could live without those few things working for now (except, selfishly, the radio) but the horn's another story. I'll fix it tomorrow.
