need help with my friend's AE86

My friend has an 1986 Corolla GT-S and it keeps blowing fuses but my question is, on the gauge cluster/blower fuse what amp fuse should be used? the fuse that was in there was a 7.5 but that seems very, very low to be running the blower for the air system. any help would be great. thanks!

I cant find this fuse! Where is it located? Is his car rwd?

yeah, it's rwd.
it is the fuse that is located all of the way in the front of the fuse box and is second from the top.
