Starting Issue

First I thought it was a battery issue but it isn't. I took over to PepBoys to have my batter checked, the alternator checked, the starter checked and PepBoys told me everything is working fine. They told me that the alarm has something to do with disabling the starter at times which is preventing me from starting the car.

Has this ever happened to anyone else before?
