Installed Trans and engine, Now not shifting?

I put in the new engine/trans. Put in the drive axles, brakes, calipers etc... When I installed the two half axles and put it all together. I noticed that the trans didn't lock? I'll check the cabling again but its all hooked up? What else should I check?

Solved the problem. Just me not remembering that the wheels will turn when both are in the air. One goes the opposite direction as the other. Dumby.
