My caprice being an 83 doesnt have this, and apparently it has no means of air filtration. One day i was driving on a highway that was being re-paved...a lot of tar particles were getting kicked up and all after it switched to paved road, i was coated in the stuff! The AC was on low too, and luckily nothing got in my eyes! So i was wondering if i'm actually suppose to have some sort of filter under that plastic grate in front of my windshield or is this normal?

I've had this problem before not too long ago actually. A truck had some foam in the back and a big piece fell off right in front of me. It busted into a million little pieces and I instantly got sprayed with little bits of foam thru the vents. I thought it was really funny though for some reason and I just lmao'ed.
I wonder if perhaps a screen door mesh could be added where the exterior air is sucked in.

the silverado trucks like my 2000 has air filters in the air box. these work to remove dirt injested . need to replace/wash every year. they are a cloth material .
on your style it is more difficult to add this .I removed the air intake grill [on the 1983] and on the inside portion mounted ac filter material [non paper] of 1/4 inch thick. this reduce the pollen dust from blowing at my face with the pollen that had fallen on the hood.
you have desert dust this is very fine. would reduce this some .I don't think this would reduce this type of dust that much ..the cloth filters used in the silverado will stop the desert dust . you would have to remove the blower motor and figure out how to install these.
