Program Keyless Entry Remote

I have a 2003 Chevrolet Silverado Ext. Cab Pickup and I was wondering if anyone knows how to program the keyless entry remote. I picked up an extra one but I cannot get it to work.

Here is the program procedure!

1 close all doors.
2 put ignition key into the cylinder.
3 press and hold the lock switch.
4 while holding tht door lock switch in the unlock position cycle the ignition on,off,on,off.
5 release the door lock switch, the doors will lock and unlock.
6 press and hold the lock and unlock buttons on the remote for at least 15 seconds.
7 repeat for other remotes.
8 remove the ignition key and try the remotes.

can these same instructions work with other manufacturers. I have a 99 grand cherokee and need to program mine.
