Glue for headliner cloth??

Has anyone found some type of glue or other fix for the headliner cloth that comes loose above the back window?
I tried using contact (laminate) glue wich seemed to work but after a summer it just turned brown and let go. It looks like the foam underneath is just turning to powder and leaving nothing to glue to. The cloth is about 3-4 inches loose above the back window again.
It now looks like I have a curtain of used TP over my back window.
