power steering whines

power steering whines and is hard to steer after driving for a while. Let it cool and it stops whining. Any suggestions

It's a 98 caravan. I'm going to try to flush and refill. How is the best way to drain the old fluid?

I've done this twice on my 01 T&C. The fluid breaks down enough that it causes a lot of whining. I just took a bottle and put two tubes in the top (by cutting holes in the plastic cap). I used it to suck the fluid out of the fill/resevoir. Some people use a turkey baster. You may have to flush it a couple of times, but it works.

Look at the screen in the reservoir and make sure it not plugged up with junk

Reason I asked for the model year is I believe starting with the 4th generation vans (2001-2007) Chrysler introduced a reservoir with an integral fine mesh screen filter that easily cloggs creating whinning. Not your case. Best way to change fluid? Some disconnect the pump output hose. Most just drain the reservoir a few times using the tried and true turkey baster. I like the turkey baster. Much easier on the back. Just drain and fill then drive it a bit, repeat two or three times. Too busy? Drain and fill consecutive weekends.
