Engine Fan

Greetings,
I have a 1989 Buick lesabre 3.8L FWD. My fan for the engine has stopped working. I checked all the relays, fuese replaced that ceramics switch on the fan and directly connected (jumper wired) the fan to the battery it works. What else could cause the fan not to operate when the car is running thanx.

The fan will not come on till 222 degrees, or the a/c commands it.
