95 Cavalier Master Cyl/ABS problems

My RF wheel will not bleed, it has no pressure. Nothing coming out from the master/ABS assembly either. The assembly has 2 bleeders. One in the front, which bleeds normally. The other is on the side at an angle. This one bleeds about a tablespoon once, then it's done. I changed the master/ABS assembly from another 95 and it did the exact same thing. I'm led to believe it's not the assembly, but who knows? Anyone ever have this problem?
