99 Intrigue won't crank

I have a 99 Intrigue that suddenly won't crank. When the key is turned on, the instrument panel comes up, but it won't turn over. I never had any service lights or any other indication of a problem.
The starter and battery have both been tested. The security light does come up (solid, not flashing) when the key is in the ACC position, and the column does not lock. I can't remember if the steering column ever did lock or not.
We have tried shifting the car to neutral and it won't turn over. Does anyone know what could possibly be wrong? I can't find any blown fuses either..

Sounds like the ignition switch/passlock security system.
My '99 had a bunch of intermittent start/no-start occurrences before I took it to the mechanic for a replacement. No problems since then.
Cost several hundred dollars but I didn't have expertise to fix it. (The mechanic will need all your keys if they replace the ignition switch.)

I personally had good luck just pulling the ignition switch, cleaning the contacts, and putting it back together, fixed my intermittent no crank and stalling out problems...

I typed up some basic text directions for removing the ignition switch, and somewhere around here a user named krivasauto has a link to his website with pictures and an extremely detailed removal procedure that completely blows mine away haha...its not terribly difficult, but I will tell you it will probably take at least an hour or so of your time. It also may not fix anything, which would be really frustrating.

I'll pry further:

What does the Security light do when the key is in the ON position? How about when you try to crank? You mentioned the ACC position, but I dont know if its supposed to be on then or not. Someone else will have to chime in on that one because my Security system has been disabled, so my light is always on when the key is turned.

Also, when you experience a no crank issue, try leaving the key in the ON position for 10-15 minutes, then see what happens.

I know a lot of people dont like the thought of it, but disabling the Security system is one of the best things ive ever done for this car. I decided to do it after it left me sitting in the middle of a busy highway because I turned the car off waiting for a train and it wouldnt restart, after my car, myself, and a few bystanders trying to help nearly got hit, I decided it was time to do something rash. I have a constant Security light, but my car cranks every time.

Update:
I removed the ignition tonight and cleaned up the contacts. I used a multimeter to see if I was getting an output from the switch. I do have an output from the switch. Same results.. the security and check enigine light stayed on when the key is in the ON position. I did the re-learn again, and I noticed this time, the security light was not on. I ran the re-learn two more times and it remained on (solid) during this process.
I checked the starter relay, it too is working correctly. I moved on to the starter solenoid to see what kind of voltage, if any, I was getting there. I had already taken the starter down, cleaned all connections, and had the starter tested. I placed the multimeter probe on the solenoid, and had someone turn the key. The car started right up. Keep in mind, I had tried to start it a bunch of times prior to this. All I did was touch the solenoid contact???
I will recheck all of my connections again tomorrow, maybe replace the battery cable too?

It sounds like you've done a lot of troubleshooting already. I believe the security passlock is part of the resistance of the lock cylinder that turns inside the switch. As the key blank for an Intrigue with this version of passlock is just a standard key blank. I wouldn't rule out the issue with the lock cylinder. Knock on wood I haven't had Ignition Switch issues, but there's been a lot of posts about it.

Finally... I checked my solenoid relays and I could hear them click. I again removed and cleaned all of my cables. The original positive cable had been damaged by the original AC Delco battery some time ago, and was repaired by soldering the cable together and replacing the end. My battery was also getting weak so I replaced it. After replacing the battery, the starter would intermittently click. I had the starter checked twice, but I was not convinced it was good as they cannot load test a starter on the tester. My guess is I had too much resistance on the positive cable and the starter was bad. I started with just a new cable and it still just clicked when I turned the key. So, a new starter, cable , and battery and I'm finally up and running again.
I wanted to post this update in case someone else may be able to use it to help solve their own issues.
