'99 Suburban transmission code: P0785

Hi,

I have a '99 Suburban 5.7 that as I was driving yesterday gave a code: P0785. It should be the 2-3 shift solenoid. The transmission is stuck in 3rd since engine light came on. Then, I checked the transmission fluid and found it to be very low.

Does anyone know if the error is actually the solenoid that needs to be replaced, or does it have something to do with the transmission fluid being low?
