Cooling fans

In the 94 century wagon with a 3.1L motor it has a primary and secondary cooling fans. Only the primary fan (located behind the radiator) is working not the secondary fan (located in front of the condensor). Do both fans work at the same time or seperately? I checked the relay and both are good and I jumped the fan and it does operate with power. So why would the primary fan work and not the secondary fan? Any suggestions on where to look on trouble shooting the problem?
Could I run a jumper from the primary fan to the secondary so they both run together, or is this a bad idea. I would rather fix it the way it should be instead of jury rigging it up but I don't want to spend lots of time either.
Thanks,
Terry

I did some checking today and found that the secondary fan works on its own if I remove the relay for the primary fan. After I replace the relay for the primary fan the secondary fan stops after 1 minute or so. I ran the car for over an hour and the temp gauge gets up to the 3/4 mark the primary fan cycles in for a while then stops until the temp goes back up and cycles on again. But I never saw the secondary fan go on with the primary fan. When is the secondary fan suppose to cycle on?

i also own a 94 buick century, i have found it to be a very reliable vehicle.
the cooling fan you are mentioning is called the 'pusher fan' as opposed to the primary fan
the pusher fan is controlled by the pcm establishing a ground through the relay(for the pusher fan) when the coolant temp reaches 245 degrees F.
this fan will run at high speed until the coolant temp reaches 238 degrees F.
for all of this to happen the ignition must be in the run position.

Well the car started to overheat today in the hot weather. The temp gauge went up to almost the beginning of the red and the hot engine idiot light lit up on the dash. My mother stopped the car and had lunch until it cooled down and drove over to my house to have a look at it.
When I looked under the hood the primary fan was working like it should but the pusher fan was not. I'm wondering if with the hot weather today (85 degrees plus) and having the A/C on in the car that the cooling system was not able to keep up with keeping the engine coolant at the proper temp. I'm assuming that on a hot day like today that the car would need both fans running to keep the engine cool along with running the A/C.

Any thoughts on this would be appreciated.

I would like to hear more about this one to. I dont think adding that jumper is a good idea. Could add a relay and maybe a stw under dash, fused of corse!
