VIN description

Can anyone explain to me what the sequence of characters/digits stand for in the Toyota VIN (specifically, for a 1990 Corolla)? Also, is it possible to take a smog vehicle (California car) and convert it over to a non-smog setup? If so, what would be entailed in making this project work?
