Sure we can debate the fact the EU won't be able to meet the goals set in the treaty (and I am not holding them to do so). I am more interested in the statment
There are now doubts about the willingness of Russia to do so, because some of its prominent scientists apparently believe climate change could be beneficial to the country.
That is the first time I have heard anyone (country) claim they would benifit from global warming. I'll have to do some more looking around to see if there are other sources then the BBC for this.
