'98 Cutlass instument panel not working

Hello, I'm trying to figure why the instrument panel (gauges) on a '98 cutlass (3.1L) don't work. Can anyone give me any information on the connector plug pins... you know like which pin leads where and the voltage values. * I measure 12V at pin 1 (key on/off) , 11.4V pin 2 (key on), and 12V at pin 9 (key on/off). *Engine not running.
I suspect it is the instrument panel circuit board but I am just not sure. Are these known for burning out? Any feedback is appreciated. Thanks
