EGR Regulator harness

I have been getting EGR Regulator circuit codes on our 99 P71 crown vic.

I checked Ohms resistance on the regulator and it was at 33 (within tolerance).

When I checked for voltage on the harness, I found readings in the mv's, not volts...

What is upstream of that harness that could be malfunctioning so as to not deliver voltage with key on, not running?
