Old Bumper mounts are bent - what should I use?

So some lady about a week ago ran into me in the parking lot severing my bumper off. the brackets are ruined and all bent up. I can't get them off by just loosening the bolts because it is bent over two of them.

Would a reciprocating saw be good for this?
