No. Low-speed wobbles may indicate other problems such as a defective tire, bent rim or bad steering components.

What year is your truck? Its also a sign of a bad wheel bearing, but they usually tend to shake at high speeds. You may want to jack it up one side at a time and try moving the wheel back and fourth to see if the tie rod ends have any play in them. The suspension should have nothing to do with shaking when starting out and turning.
