99 Problems with headlights

I'm having problems with both headlights. The driver side headlight will not shine the low beam but will high beam. The passenger side does the exact opposite. I've tried replacing the bulbs (new) twice and still have the same problem. Please help!!!

Check the wire harness and see if there is any metling going on due to overheating. if so Try replacing the Wire Harness. Thats one of the biggest issues with 99-02 galants.
