96 Dodge Grand Caravan Wiper Problem

I have a 96 Dodge Caravan. The wipers only work when you press the washer button. I have replaced the multifunction turn signal assembly and the relay to no avail. I have read in some places that it could be the BCM. But I have also read a lot of people have had problems when messing with the BCM. Help
