92 passat possible ignition switch

turn the key nothing, battery is good lights work wipers work directionals work. Thought it was the ignition switch changed that same problem turn the key nothing if i remove the wire harness from the back of the ignition switch i can hot wire the car and it starts without depressing the clutch. anyone have any ideas
