both coolant fans quit

Took me forever...3 months...to get the '96 Bonnie running after an intake manifold warped. Fired it up and the radiator fan doesn't run. I let it get up to temp. nothing. Turned on the ac, expecting the ac coolant fan to run. nothing. Primary and relay control fuses are ok. I'm not seeing another common thread except the pcm. The 'puter wouldn't crap out like that would it? Without some expertise my brains will be mush. thanks, Ken
